When a motion that is put to Councillors for a vote that ends in a draw, that is there are five for and five against, the Lord Mayor is given an extra vote or casting vote to decide the matter.
Convention dictates that in the event of a drawn vote, the status quo should remain, that is the motion is lost. However, the Lord Mayor consistently uses the casting vote to ram though her motions against convention and the will of Council.
